We have the honour to inform you that we have

been approached by the Right Rev. The Bishop of Victoria to

sign a petition for the reprieve of the prisoner Keung Tsze-

pan, who has been sentenced to death at the Criminal Sessions

of the Supreme Court on the 19th September.

We have not signed the petition purely for the

reason that we are not in a position to verify certain statement s

made therein. We have, however, given the case our most serious

and earnest consideration, and it is our humble judgment that

this is a case for which we can conscientiously ask His

Excellency the Governor to exercise the prerogative of mercy.
